  First, let's correct misperceptions.  It wasn't a decision to not connect.  Council decided to not 'fast-track' the TAP (Talent-Ashland-Phoenix) water pipeline.  Council decided to not schedule construction 5 years early, because it lacked funding, and had other sustainability options.
